Le présent bulletin vous apporte des nouvelles sur la
guerre, les dépenses militaires, les divertissements violents, les agressions publicitaires
contre les enfants, l’influence des médias et surtout, sur les victoires
remportées contre la culture qui les nourrit tous, celle du prédateur. Vous y
trouverez aussi des nouvelles sur les multiples formes de violence commise,
subie et consommée par les jeunes ainsi que sur la façon d’y faire face. Le
combat pour contrer la violence jusque dans le cœur des enfants et des ados ne
peut marquer des points que si nous pouvons construire un réseau de

1. Inês Lopes, bientôt docteure en psychologie de
l’éducation, étudie à l’UQÀM. Elle a trouvé le temps de traduire
pour vous l’article du Docteur Robinson publié en 2001 par Archives of Pediatrics and
Adolescent Medicine et par le Journal de l’American Medical Association. Le
texte traduit s’intitule « Effets de la réduction de l’utilisation
de la télévision et des jeux vidéos sur les comportements agressifs ». Parmi
les études sur l’influence de la télé, l’étude rapportée dans cet article est certainement
la mieux, la plus étoffée et la plus convaincante pour les parents, pour les
adolescents critiques et pour toute personne oeuvrant en éducation et en santé.

2. Violence, rage et

Des télédiffuseurs s’unissent à des parents conservateurs pour former une
organisation bidon : TV Watch. Tired of being picked on by
religious media watchdog groups, big media is fighting back with its own
advocacy group. NBC Universal, Viacom and News Corp. have launched the group TV
Watch to "advocate parental controls and oppose government
intervention" into TV programming, the Dallas Morning News reports. TV
Watch, "an unusual mix of corporations, creative types and conservative,
free-market proponents," will go head-to-head with Brent Bozell's
conservative Parents Television Council. Several media companies, Americans for
Tax Reform and the Creative Coalition have provided seed money for TV Watch,
whose executive director, Jim Dyke, is a former communications director for the

5. Étude de
l’ONU sur la violence contre les enfants. L’Étude réunira dans un rapport
complet la recherche existante et les renseignements pertinents sur les formes,
les causes et les effets de la violence qui affecte les enfants et les jeunes
de moins de dix-huit ans. L’Étude proposera également des idées d’actions
visant à prévenir et à réduire la violence et suggérera des moyens de renforcer
ces actions tant à l’échelle locale que nationale et internationale. L’Étude
mondiale reçoit le soutien du Haut Commissariat des Nations Unies aux droits de
l’Homme, de l’UNICEF et de l’OMS. Le Secrétaire général présentera le rapport
en 2006. L'Unicef a reçu le mandat
de rédiger le chapitre traitant de la violence subie par les enfants d'Amérique
du Nord. Dans le document préliminaire soumis à la
consultation, 7 pages (sur 49) portent sur la téléviolence comme forme d’agression
contre les enfants. On y fait état de trois façons « prometteuses » de
protéger nos enfants : l’accompagnement parental, la puce antiviolence et
les cotes attribuées pour classifier les émissions. Hélas, les pratiques retenues
par l’Unicef sont bien loin de représenter la réalité de l’Amérique du Nord.
EDUPAX a fait parvenir aux auteurs du rapport la description de pistes beaucoup
plus prometteuses expérimentées au Québec, en Ontario et en Californie pour

6. Thousands
of students in India demand a safe future for the world's children from UN World Leaders Summit. On behalf
of world's two billion children about 7,000 students of CMS took out a grand
World Unity March demanding the Heads of State and Government of various
countries, who are going to participate in the 2nd Millennium Summit being held
at New York, USA, from 14 to 16 September 2005, to take decisive steps for a
New World Order that will ensure a safe future for the two billion children of
the world as well as the succeeding generations. It may be recalled that the
agenda of the UN World Summit including decisions pertaining to reform and
democratization of the United Nations for making it more effective. The CMS
students have appealed to all the Presidents and Prime Ministers of the World
that the time has come to abolish veto powers in the world and establish the
rule of law. They should lay the foundation of a World Government in which
there is Rule of Law and not the Rule of powerful nations that enjoy veto

7. U.S. Objects to Draft Plan. After
the horror of the Rwandan genocide, in which some 800,000 Rwandans were
slaughtered in just 100 days, the world vowed "never again." Because
the United Nations Security Council members demonstrated inexcusable apathy and
wasted time debating semantics on whether or not genocide was taking place, I
and my small United Nations peacekeeping contingent were forced to watch the
slaughter up close with no mandate to intervene. Eleven years later, little has
changed. I urge the United States to seize the opportunity to show global
leadership and help drive this agreement that could save the lives of millions.

strongly supported the agreement so far. Oxfam warned that failure by
governments to sign up would send the message that they were no more ready or
willing to act to stop genocide than they were during the Rwanda massacre in

demanding to the action agenda that will culminate at the September 2005 United
Nations summit don't represent U.N. reform. They are a clear onslaught against
any move that could strengthen the United Nations or international law. Since
the beginning of the war against Iraq, the United Nations made the choice to
grow a backbone, to reclaim its charter, and to join with people and
governments around the world who were mobilized to say no to war. It was the
beginning of eight months of triumph, in which governments and peoples and the
U.N. stood together to defy the U.S. drive toward war and empire, and in doing
so created what /The New York Times/ called "the second super-power."
This time, as before, the United States has threatened and declared war on the

10. La vente d’armes des pays riches au tiers-monde. The
value of military weapons sales worldwide jumped in 2004 to the highest level
since 2000, driven by arms deals with developing nations, especially India,
Saudi Arabia and China. The total of arms sales was nearly $37 billion in 2004.
Who sells ? The United States dominated global weapons sales, signing
deals worth $12.4 billion in 2004, or 33.5 percent of all contracts worldwide.
The share of American arms contracts specifically with developing nations was
$6.9 billion in 2004, or 31.6 percent of all such deals. Russia was second in
global arms sales, with $6.1 billion in agreements, or 16.5 percent of all such
contracts, a notable increase from its $4.4 billion in sales in 2003. In 2004,
Russia signed arms transfer deals worth $5.9 billion with the developing world,
27.1 percent of the global total. Britain was third in arms transfer agreements
to the developing world in 2004, signing contracts worth $3.2 billion, while
Israel ranked fourth, with deals worth $1.2 billion. France followed with $1
billion. Who buys ? Arms sales to developing nations in 2004 totaled
nearly $21.8 billion. That was 58.9 percent of all arms sales agreements. Over
the last four years, China has purchased more weapons than any other nation in
the developing world, signing $10.4 billion in deals from 2001 to 2004. India
ranked second, with $7.9 billion in arms purchases, and Egypt was third, with
$6.5 billion. India surpassed China in total purchases in 2004, agreeing to buy
$5.7 billion in arms. Saudi Arabia was second in signing arms deals last year,
with contracts valued at $2.9 billion, and China was third in 2004, signing
$2.2 billion in contracts for arms purchases. Britain, France, Germany and
Italy increased their collective share of arms sales with developing nations
between 2003 and 2004, rising to $4.8 billion in 2004 from $830 million in 2003.

11. Les médias et Katrina ? The megastorm
that covered much of the Gulf of Mexico have made the impacts of global warming
more visible. For years, the fossil fuel industry has lobbied the media
to accord the same weight to a handful of global warming skeptics that it
accords the findings of the Intergovernmental Panel on Climate Change, more
than 2,000 scientists from 100 countries reporting to the United Nations.
Today, with the science having become even more robust, the press bears a

17. “Soda industry touts school ban to quiet obesity
critics." This story outlines the soft-drink industry's latest
defensive move in response to national concerns about childhood obesity. PR
giant Porter Novelli is working with the American Beverage Association to
promote the trade group's recently announced school vending policy. The
voluntary code recommends some limits on the sale of sugary carbonated
beverages in schools, but still allows for sales of juices and sports
drinks. The group has already run
full-page ads in The New York Times, The Washington Post, and USA Today

20. Les
États-Unis produiront de nouvelles de mines, faisant fi du Traité d’Ottawa. The Bush
Administration bluntly explained why it would not sign the mine ban treaty.
"The United States will not join . . . because its terms would have
required us to give up a needed military capability," the Administration
said in a fact sheet it released announcing its new policy. "Land mines
still have a valid and essential role protecting United States forces in
military operations." ...The United States maintains a stockpile of more
than ten million land mines and insists on the right to produce more and to use
them when it sees fit. Human Rights Watch announced that the Bush
Administration will resume the production of anti-personnel mines for the first
time since 1997. The Pentagon has requested a total of $1.3 billion for a new
type of land mine. The "green parrots" are land mines with tiny
wings, which look like toys to children, who then pick them up with horrible
consequences. Djamila felt a metallic click under her foot and had a fraction
of a second to think before her left leg disintegrated. Since the early 1990s,
when the movement to ban land mines became widespread, 40 mine-producing
countries stopped producing, and millions of land mines have been destroyed,
the result being that the casualty rates dropped from 26,000 people a year to
between 15,000 and 20,000. But 15 countries still insist on producing land

23. La guerre

24. Dick Cheney en Alberta. How about
telling him what we think about “War For Oil”. He will be attending a dinner at
the University of Calgary, organized by the Fraser Institute on September
8th. A bunch of individuals representing different groups have come up
with an action proposal. We will organize banner demos on 2 or 3 overpasses
which go over Crowchild Trail. The idea is to raise awareness in high
traffic density areas, which are close to the university, telling him his
messages and agendas Washington are not welcome here. Standing in the
pedestrian overpasses also gives us the opportunity to hand out information and
talk to people. The plan is to do it in the morning of the 8th during

When U.S. Vice-President Dick Cheney visits Alberta, he will attend a
fundraising dinner organized by right-wing think tank the Fraser Institute.
Guests will pay $5,000-$10,000 a plate for the dinner. Alberta Premier Ralph
Klein, B.C. Premier Gordon Campbell and former Ontario premier Mike Harris are
expected to attend. In 2000, Cheney spoke to the World Petroleum Congress in
Calgary, while he was in charge of energy giant Halliburton. Meetings are also being

scored PR points recently when they unveiled a new voluntary "school
vending policy." The trade association for soft drink manufacturers says
it is encouraging beverage producers and school districts to provide
"lower-calorie and/or nutritious beverages" to schools and limit the
availability of soft drinks in schools. Public health advocates questioned the
group's commitment to preventing childhood obesity. "It's ironic that
ABA would choose to make this announcement at the National Conference of State
Legislatures meeting, since its members lobby against any state bills to get
sodas out of schools," said Michele Simon, director of the Center for
Informed Food Choices. In the past year, soft drink lobbyists successfully
killed bills restricting soft drink sales in schools in Connecticut, Arizona,

Wal-Mart censure. "Wal-Mart, America's largest retailer,
prides itself on being a 'family-friendly' store, with smiley faces guiding
stressed-out breadwinners to a land of low-cost, guilt-free consumption,"
writes Amy Schiller. But it has become "the self-appointed culture police
by screening the music, books and magazines that many Americans will be able to
access. Take, for example, Wal-Mart's refusal to sell Sheryl Crow's self-titled
album in 1996, citing objections to a lyric that criticized Wal-Mart for
selling handguns. The huge bestseller, America: the Book, featuring Jon
Stewart, Stephen Colbert, and the rest of the Daily Show crew, was banned from
Wal-Mart in 2004." Wal-Mart also refused to carry Robert Greenwald's
documentary, "Uncovered: The Whole Truth About the Iraq War." Even
"something as potentially broadly appealing, positive, and utterly non-offensive as a T-shirt reading 'Someday
a woman will be president' was pulled from the sales floor because 'the message

27. Uncle Sam Wants Your Parents.
Last month we noted that one of the obstacles facing U.S. military recruiters
is "parents who are reluctant to see their kids enlist." Now the army
is responding with an advertising campaign targeting parents directly with the
slogan, "help them find their strength." Seth Stevenson analyzes the
ads and their new slogan, in which "The Army has at last been repositioned
as a finishing school. You've done the best you can, Mom and Dad, but it's time
to let the service raise him right." Of course, the ads completely sidestep
the possibility that their kids will get killed. "Most other ads paid for
by the government have very different goals," Stevenson notes. "In
PSAs about drugs, drunk driving, smoking, and teen sex, parents are unfailingly
urged to shield their kids from danger. Here, they're being asked to throw

Recently, on NPR’s marketplace, CCFC’s Dr. Susan Linn did a commentary on the
deceptive marketing of Tickle U, Cartoon Network’s new block of preschool
programming. Cartoon Network claims Tickle U will help children develop a sense
of humor – despite the fact that there is no research to support this claim and
plenty of evidence that television is harmful to young children. You can listen

29. What is the source of the power of ideologies?
Violent fundamentalism is motivated by the need to eliminate badness through
fighting the bad outside (of oneself). What is required now is to eliminate the
heretical, impure, inimical elements, that is, killing the infidels who do not
believe in our God. A destructive counterpart is created to the killing of
"God's enemies": it is the killing of oneself. Obviously the killing
of oneself in the effort to kill the impure part of oneself, amounts to the
total failure - or total grim success - of the process of purification. Why do
people become attached to ideologies to the extent that they are willing to die
and kill in their name? This Website seeks to explore the psychological roots
of our attachment to structures of thought that generate destruction and
self-destruction within societies and civilizations. Political violence occurs
in the form of events that we call war, genocide and terrorism. Some people
view these events as the consequence of consciously formulated plans or
strategies. Others observe these events and see mindless rage or aggression. We
propose that political violence occurs when people act upon or act out
propositions contained within ideologies. To comprehend the ideologies of
war and terrorism is to unpack the logic contained within these ideologies.
What is the nature of the logic contained within an ideology that can
dictate a willingness to die and kill? We wish to know why the ideology
exists in the first place, the source of its appeal. This Website will

30. Des
spécialistes de la prévention de la violence contre les enfants provenant de partout à
travers le monde se sont réunis en colloque à l'Ile Perrot, à l'ouest de
Montréal. L'événement était organisé par la Fondation
Pleins Pouvoirs qui travaille auprès des enfants, afin de leur enseigner
l'autoprotection et la confiance en soi. L'organisme oeuvre également auprès
des parents dans le but de leur donner des outils pour éduquer leurs enfants
sans recourir à la force physique. La conférence d'ouverture a été prononcée
par la Sénatrice Céline Hervieux-Payette, qui pilote un projet de loi visant à
supprimer l'article 43 du code criminel canadien qui permet le châtiment
corporel comme mesure d'éducation et de discipline des enfants de 2 à 12 ans.
Mme Hervieux-Payette fait valoir que la violence comme outil d'éducation des
enfants ne fait qu'enseigner à ces derniers que l'usage de la violence est
acceptable. Elle note qu'une vaste étude de Statistique Canada menée auprès de
2 000 enfants sur une période de 6 ans démontre que ceux qui ont subi de la
violence ont un comportement 83 pour cent plus violent que ceux qui n'ont pas
été châtiés.

Expériences de strangulation ou d’étouffement entre enfants et ados. Nous, parents de
victimes, avons décidé de nous mobiliser pour lancer l’alerte et tenter de
stopper les accidents. Ces pratiques s’appellent : le rodéo, le jeu du foulard,

now-banned Grand Theft Auto is preparing to launch another controversial videogame. It's called
Bully and it's set in a school for juvenile offenders. At least one watchdog
group is trying to stop the game's release. They were making some noise today
outside of the Rockstar headquarters in Lower Manhattan. A youth group from
Washington D.C. protesting, what they call, the company's manufacture and
marketing of violent games to children. "It desensitizes them and makes
them think that these acts are alright - it's alright to whup a woman, it's
alright to steal a car, it's alright to mess with a prostitute, it's alright to
curse and to use drugs." They say Rockstar's lastest game, called Bully,
goes over the top. The game is set at a virtual school and though not yet
rated, critics complain it teaches students how to be the ultimate bully by

"players" in the vernacular of the street pimp. Like conventional
musical ringtones, the PimpTones can be loaded on to Bell cellphones and
programmed to sound whenever the phone rings. They use urban jargon such as
"baby powder" (cocaine) and some suggested abusive behaviour, with a
character named Macktastic -- "Mack" is a street word for pimp --
heard threatening slaps if the phone isn't answered, followed by a cry and a
slapping sound. The clips carried titles such as No Love For Hoes, Pimp Juice,
and Money, Clothes, Hoes. Several customers contacted the Citizen, saying they
were considering cancelling their service plans with Bell because of the
ringtones. The company initially removed two of the more explicit PimpTones
from its website, but by Monday had pulled all the remaining tones. Anyone who
has already paid the $2.50 to download a clip could continue using it, however.

young children in front of screens. It gets worse. Now Tickle U has partnered
with Scholastic to send branded “curriculum” materials to more than 20,000
preschool teachers. The Cartoon Network says its Tickle U curriculum
will help preschoolers develop a sense of humor. It is clear that the real goal
of the partnership is to use classrooms to introduce and promote the Cartoon
Network’s new programming and the licensed products it will be selling. TV can
be harmful to young children. A preschool classroom is no place to promote
commercial television programming. Please tell Scholastic to get Tickle U
out of preschool classrooms and to stop undermining parents’ attempts to

Luminosa Award for Unity was presented to Canadian Senator
Douglas Roche
on 7 May in Hyde Park, N.Y. He was Canada's Ambassador for Disarmament at the
U.N. from 1984 to 1989 and the founding President of Parliamentarians for
Global Action, an international network of 1,200 parliamentarians in eighty-two
countries. Recognized throughout the world for his work, Senator Roche received
the Mahatma Gandhi Foundation for World Peace Award, the U.N. Association's
Medal of Honour and in 1995, Pope John Paul II presented him with the Papal
Medal for his service as Special Adviser on disarmament and security matters.
Through the annual Luminosa Award for Unity, the Focolare Movement recognizes
persons or groups who have made a significant contribution to the ideal of
